More French troops go to Central African Republic

BANGUI, Central African Republic ?

As rebels advance in Central African Republic, France has deployed an additional 180 troops to protect its interests.

The French reinforcements arrived Sunday from nearby Gabon, bringing the total French military force in the capital, Bangui, to nearly 600, Col. Thierry Burkhard told The Associated Press Sunday. The troops are to protect French residents in the capital, which many fear will be attacked by the rebels.

As fears mounted that the rebels would attack Bangui, a city of 600,000, President Francois Bozize imposed a curfew from 7 p.m. until 5 a.m.

Bozize earlier appealed to France for help against the rebels, but French President Francois Hollande's government said it would only protect French interests and would not prop up the Bangui government.

The African Union is attempting to set up negotiations in Gabon between the Bozize government and the rebels.

The rebel forces have seized at least 10 cities across the sparsely populated north of the country. Residents in the capital now fear the insurgents could attack at any time, despite assurances by rebel leaders that they are willing to engage in dialogue instead of attacking Bangui.

On Saturday the rebels seized the city of Sibut, 185 kilometers (114 miles) from Bangui.

Sibut, a key transportation hub, fell without a shot being fired because the Central African Republic army and forces from neighboring Chad had pulled back to Damara, 75 kilometers (46 miles) from Bangui on Friday, said Minister of Territorial Administration Josie Binoua.

Neighboring African countries have agreed to send more forces to support the Bozize government.

Representatives from the 10-nation Economic Community of Central African States, or ECCAS, agreed at a meeting in Gabon Friday to send forces to CAR, but did not did not specify how many troops would be sent or how quickly the military assistance would arrive.

The ECCAS states, with more than 500 soldiers via their regional peacekeeping force in Central Africa, over the weekend warned the rebels to halt their advances.

"ECCAS forces are on high alert, and the city of Damara is the limit not to cross," said Antonio Di Garcia, the ECCAS representative in Bangui. He urged the government forces and the rebels to hold to their current positions and to begin dialogue.?? ?? ?? ?? ?? ?? ?? ?? ?? ?? ?? ??

?? The ongoing instability prompted the United States to evacuate about 40 people, including the U.S. ambassador, from Bangui on an U.S. Air Force plane bound for Kenya, said U.S. officials who insisted on anonymity because they weren't authorized to discuss the operation.

The United States has special forces troops in the country who are assisting in the hunt for Joseph Kony, the fugitive rebel leader of another rebel group known as the Lord's Resistance Army. The U.S. special forces remain in the country, the U.S. military's Africa Command said from its headquarters in Stuttgart, Germany.

The evacuation of the U.S. diplomats came after criticism of how the U.S. handled diplomatic security before and during the attack on its consulate in Benghazi, Libya, on Sept. 11. The ambassador and three other Americans were killed in that attack.

French diplomats have remained in Bangui despite a violent demonstration outside its embassy last week. Dozens of protesters, angry at France's lack of help against rebel forces, threw rocks at the French Embassy in Bangui and stole a French flag.

This landlocked nation of 4.4 million people has suffered decades of army revolts, coups and rebellions since gaining independence in 1960 and remains one of the poorest countries in the world. The current president himself came to power nearly a decade ago in the wake of a rebellion in this resource-rich yet deeply poor country.

Bozize's government earlier reached out to longtime ally Chad, which pledged to send 2,000 troops to bolster Central African Republic's own forces.

The rebels behind the most recent instability signed a 2007 peace accord allowing them to join the regular army, but insurgent leaders say the deal wasn't fully implemented.

The rebels say they are fighting because of their "thirst for justice, for peace, for security and for economic development of the people of Central African Republic." The rebels also are demanding that the government make payments to ex-combatants.

Despite Central African Republic's wealth of gold, diamonds, timber and uranium, the government remains perpetually cash-strapped.

The United Nations Security Council condemned the violence and reiterated its demand that the armed groups "immediately cease hostilities, withdraw from captured cities and cease any further advance towards the city of Bangui."

2012 predictions in technology ? psychic or science? | Skeptoid

At year?s end it is kind of skeptical tradition to go over various psychic predictions for that year. Skeptics Guide to the Universe podcast does it, and invariably these predictions are either super-wrong or the prediction was so vague to begin with that one can always count a ?hit?. Furthermore, when psychics invent a lot of predictions over multiple years, then by chance one will be correct eventually. Helped by confirmation bias?(1), this ensures their ?success? and popularity.

But psychics are not the only ones making predictions. There are tons of so-called and self-proclaimed ?trend watchers?, ?marketing experts? and other ?technical guru?s? who also do their best to ?predict? the coming year. Sometimes their predictions are based on the best of available knowledge, but in my opinion their predictions are still mostly guesses.

I don?t really know if Mark Anderson from Strategic News Service is one of them. An old school friend, now Professor at Vlerick Business School, brought him to my attention. My skeptical senses started to tingle at the description on their website of ?most accurate predictive letter in computing?, with claims of interaction with global thought leaders like Bill Gates. That smells a little fishy to me.

But at least he is honest enough to leave his past predictions online (and for free, not behind a pay wall), so let?s judge on merits. I will score his Top 10 predictions for 2012, as published in December of 2011. I will judge ?specifics? of predictions (how vague), with each time a small comment to see if it?s a hit or a miss.

Theme for the Year [2012]: ?Integrating Everything?

No problem here. Vague enough that one can claim to be correct, but also not very difficult to predict.

I. TV Becomes the New Center of Gravity in the tech universe, as all?other devices find their niches in the TV galaxy.

Specific: low. Although the accompanying text mentions Microsoft and Apple, it remains very generic. Small risk taken by mentioning TV devices, but sufficiently padded by referring to other devices who will stream TV content.

Miss. Apple didn?t bring out their Apple TV version hinted at in the biography of the late Steve Jobs. Microsoft?s Kinect is a moderate success (but not completely), but that was already the case in 2011. Not very good as a prediction then. 0 %.

II. 2012 Will See Tectonic Shifts in Phone Markets.

This one was split up in three different predictions: Nokia failing and the role of Asian manufacturers, unlicensed Android versions, domination of cellphone market by smartphones.

Specific: overall rather specific predictions, mentioning several companies by name. Furthermore, in comparison with the previous prediction, no weasel words like ?if? and ?qualified? success.

Partial hit, but not very impressive. Nokia did indeed continue to lose market share, and Android gained. But as clear from this graph?from 2011, that was already the case before, so not impressive as a prediction. The reference to unlicensed Android versions seems in my opinion a miss (although they exist), and the smartphone dominating the cellphone market is a hit, although 46% is not really ?dominating?. 50% but points lost on added value of prediction.

?III. Clouds Are for Consumers (and Startups).

Specific: rather low, as there are no specific companies mentioned. Extra points however for mentioning that (bigger) enterprises will stay away from clouds.

Although it is not really my area of expertise, I consider this a hit. After some research and anecdotical evidence, it seems indeed that smaller companies (but not only startups) are considering or actually moving into the cloud, but bigger companies not yet, for the reasons mentioned by Anderson. 100 %.

IV. Security Splits the Tech World in Two, finally getting Front of Mind?(and wallet) attention from CEOs

Specific: vague and not really understandable paragraph about companies owning intellectual property rights going after patent infringers. No actual companies or technology areas mentioned.

Somewhat a hit, as 2012 saw a continuation of various court battles between for instance the different mobile tech firms. Some concluded with some hefty verdicts (fines and interdictions), but no prediction of that, only of increasing spending on those patent defenses. 75% with points lost on failing to see the (intermediate) conclusion of several court battles.

?V. SIRI [Apple iOS virtual assistant] Stuns the World.

Specific: rather vague. Although the title suggests a success for Siri, the actual explanation shows a horde of copycats arriving, with reference to ?niches?, whatever that means.

I chalk this one up as a fail. Siri is impressive and indeed a number of copies have appeared that seem to perform ok. I do not get the impression this is a big game changer that got a lot of media attention. They are still in the phase of ?gimmick? that is nice to show off, but nothing more. 0%

?VI. We Enter the Amazing World of Dave and HAL, as Voice Recognition?comes of age.

Specific: a bit vague by referring to several companies and applications. However, rather specific on the part of technology, so overall ok.

Miss. Although more and more available, the ending statement ?By the end of this year, talking to machines in a normal voice will not seem?unusual, nor be the cause of unending frustration? is simply wrong. Anyone who disagrees may come to my house and test it on our new car. 0%.

VII. E-Readers Prosper, but Pads Continue to Dominate the CarryAlongMarket.

Specific: ok, mentioning specific technologies, products and companies.

Partial hit. E-readers have become more popular (and in my opinion rightly so), and Amazon indeed made it difficult for Apple (though not only with their Fire line). However, Apple did not make its iPads cheaper, it produced a smaller one to compete with other companies (like Samsung) on the smaller tablet market. Failing to see this specific evolution, and the rise of smaller Android tables, is responsible for only a final score of 50%. And even that is?probably too generous.

VIII. The Consumption World Explodes.

Specific: very low. A lot of potential evolution gets thrown out, ?new devices, new?content, new bundles, new connection techniques, new distribution channels,?new aggregators, new pads, new phones, ?? and on and on.

I count this as a miss. Yes, some new (and impressive) smartphones appeared, and the internet continued to evolve. But given the failure of Facebook?s IPO (in contrast to ?new consumption models riding on social networks?) we are not (yet?) in an exploding consumption world. The mentioned technologies are so vague, and really carpet bomb the entire technology spectrum, that I fail to be impressed. 0%.

IX. Governments and Corporations Focus on IP as though it were their?most prized asset. It is.

Specific: rather specific, mentioning that nations would get involved defending copyright infringement.

This is a partial hit. Although indeed governments have pushed for more strict rules, both in the US and in Europe, it is not considered ?act of military aggression?. Also, several efforts were stricken down by amazing citizen efforts (mailing parliaments and congress etc), so failing to foresee that specific evolution. 40%, as there are some correct references to being unable to track actual infringements (true but nothing new).

X. Amazon Gets It All.

Specific: very specific, mentioning Amazon and different products / content that it will deliver. ?Amazon will have a terrific year?.

I?m a bit torn to give this a full hit. Yes, Amazon did not do bad, given the correct economic situation. Especially on cloud services (not explicitly mentioned by Anderson), e-books and content did Amazon do quite well. On the other hand, Q3 sales were down, and there was less profit. Anderson references ?long-lived, profitable business lines?, but seems to be overshooting it. Nevertheless 70% for making specific predictions, which were true in several cases.

Conclusion: Overall there is a 38,5% hit rate. That is not bad, but some of these predictions were not hard to foresee. Moreover, given a lot of vague or carpet-bombing approaches (for which I subtracted points), I?m really not convinced by their motto ?most accurate predictive? newsletter. I do appreciate some very specific predictions (where it is a lot easier to be wrong), and of course keeping these predictions available for free, and not behind the very expensive pay wall.

Anderson does not seem to be in the same range as the psychics, but my first reaction seems justified nevertheless. There are some parallels with psychic predictions. On the other hand, he is considered a sort of ?technology guru?. As my friend pointed out in a discussion over Twitter, he?s more of a ?market maker?. There is a chance that certain evolutions will happen because he mentions them (assuming he really has the high-profile audience he claims). But I found him lacking on several critical points, or being too optimistic (e.g. on voice recognition). All in all, in my opinion, not worth the full subscription price of $ 200 per quarter.

Since the predictions of 2013 are still behind the pay wall, we?ll have to wait and see next year what he predicted. In any case, dear reader, my wishes are certain and not open to interpretation: I wish you all the best, and hope you have a good one.

American Family Fights to Bring Home Adopted Son From Russia ...

3:58 pm ET December 30, 2012

RussiaAdoptions

Russia?s President Vladimir Putin has banned adoptions of Russian children by Americans in retaliation for U.S. legislation that punishes human rights abuses. The ban also halts adoptions by American families that are already in progress.

Robert and Kim Summers are one of many families in the process of adopting a child from Russia. Today on Fox and Friends, they spoke out about their heartbreak and pleaded with both the Russian and U.S. governments to let them bring home their son, whom they?ve named Preston. Robert said they are emotionally drained, but remain hopeful they?ll bring him home within the two-week period that?s left.

The couple was supposed to return with their son on January 13, but Russia?s government offices will be closed for the next week and a half for the holidays. ?We don?t know where we?re at,? Kim said. ?Our son is still in [?] in the orphanage.?

Related Links:

Robert asked President Obama and the State Department to step in and help these children and families. Kim pleaded directly to Russia?s president: ?President Putin, please, you?re a father. You?re a father. It would be as if somebody ripped your child out of your arms. That?s how we feel. You?re tearing out our heart just for a political statement. It is so unfair to these children, it is so unfair. They deserve forever families.?

American families adopt more Russian children than any other country. Despite that fact, President Putin released the following statement, ?There are probably many places in the world where living standards are better than ours. So what? Shall we send all children there, or move there ourselves??

?It?s not a matter of whether it?s better to live here or better to live there,? Kim said. ?It?s that they?re getting loving families that can nurture them and develop them.?

Wanting To Invest In Commercial Real Estate? Here's How ...

Many people have made it big investing in commercial property. However, there is no surefire plan for replicating this success. In addition to putting effort into buying and selling properties, you need to educate yourself about the commercial real estate market. You will become more successful as you gain more experience in the market. Keep reading for tips on how to successfully invest in and manage commercial properties.

If you are considering a commercial real estate investment, think big! If you want to get a building that has five units, you need to know that?s it?s no different to manage than 50. Regardless of the size of the building, you will need commercial financing. However, you will be able to obtain a much better per unit deal on a larger building.

Before you buy commercial real estate, make sure you have a firm vision of your goal for the property. Will you lease the property out or conduct business there yourself? Having specified objectives prior to seeking out a commercial property saves you time and labor, since foresight and vision narrow down your search.

If you desire to rent out commercial real estate, then you need to find solidly yet simply constructed buildings. These types of buildings attract tenants more quickly than other buildings, as prospective tenants know that the building is less likely to have maintenance issues. These buildings also provide much easier maintenance for both the tenants and the owner, as they are less likely to require repairs.

Always go through the disclosures of an agent before hiring him or her. Understand the meaning of dual agency. Dual agency refers to a situation in which a real estate agent represents both the landlord and the tenant in a commercial transaction. In other words, the agency represents the landlord and the tenant simultaneously. You and the other party should both agree if dual agency is to be okay.

Stick with a firm that is looking out for your best interests before you enter into an agreement. If you don?t do this, you could end up with a bad deal and lose more money as time goes on.

Be certain the commercial property you are considering has good utilities access. Your business has utility needs of its own, but you will also need water, electric, sewer and maybe even gas.

When you are looking at a commercial property, be sure to look at the neighborhood, too. Purchasing a property in a neighborhood that is filled with well-to-do potential clients will give you a lot better chance of becoming well-to-do yourself! If your business services will do better in a poor neighborhood, buy property there!

Get a commercial loan approval before looking at commercial property. Get plenty of references to lenders from experienced investors or friends who have invested in real estate before. Before beginning the task of purchasing a property, take time to research the lenders and choose one who will fulfill your needs. If you take time to organize your options now, you can streamline your transaction later on.

You should concentrate your efforts on one real estate endeavor at a time. You need to focus on one type of investment, whether it be offices, apartments, land, retail, etc. Each of these investments will need to be closely monitored and given your full attention. You are better served by mastering one investment than floundering with many.

While success is never guaranteed in any real estate venture, with the right knowledge you can greatly enhance your chances of success when buying and managing commercial properties. Keep in mind the advice given to you in this article, and incorporate them as you see fit in your endeavors. Continue to educate yourself about the industry, and learn about ways to improve. Experience is the key to success.

Bedard: Cowboys-Redskins ? fitting finale to 2012

Romo and Dallas battle RG3 and Washington for the NFC East title Sunday night (NBC)

By Greg Bedard

NBCSports.com contributor

updated 1:27 a.m. ET Dec. 29, 2012

After 255 games, the NFL regular season will come down to one of the league?s most historically intense rivalries ? Cowboys at Redskins ? on Sunday Night Football.

The NFC East title is on the line, and with it, an automatic berth into the postseason. The Cowboys have to win to claim their first postseason berth since 2009. The Redskins could lose and still return to the playoffs for the first time since 2007, but only if the Bears and Vikings drop their earlier games.

Both teams enter the game hot. The Redskins have won six straight, while the Cowboys have won four of six.

Not a bad setting for the 106th edition of this rivalry.

"When you think about the Cowboys and Redskins, it's always been a rivalry," Cowboys linebacker DeMarcus Ware said. "Now there's a little bit more at stake. This is like a statement game, one of those games where you can prove to a lot of people no matter what goes on with your team, guys being (injured), you can get a win. You can still play well because it's a team game. It's not just one player out there playing."

There is probably more pressure on the Cowboys (8-7) than the Redskins (9-6). This is the third time in five years Dallas has faced a win-and-in scenario on the road in its final game. Each previous time, not only have the Cowboys lost, they?ve completely flamed out: 44-6 vs. Philadelphia in 2008 and 31-14 vs. the New York Giants (31-14) last year.

Naturally, most fans are expecting the same old Cowboys to show up at FedEx Field, something the players are keenly aware of.

?It can?t be the same ol? story,? tight end Jason Witten said. ?It?s hard to get in this situation and play for a division title. It?s a great opportunity for us. Hopefully those past experiences have helped develop us so we can be better in this situation. But it is, it?s a different experience. Obviously, different opponent and it?s going to be a tough challenge.?

For the Redskins, this is uncharted territory for many of their players, including standout rookie quarterback Robert Griffith III.

"For guys like myself (and) the other rookies, we're fresh into this rivalry," Griffin said. "But we can definitely sense how the fans feel, how some of the guys who have been here for many years feel about the Cowboys, and that's the mindset we have to take on. We're doing it for them. We're doing it for the fans."

One more go ?round for the NFL and the NFC East. Time to see who wants to keep playing. This is more than a statement game, this is a defining game for those that enter.

A look at the three keys for each team heading in Sunday night?s game:

COWBOYS
Stop Alfred Morris:
Everyone knows how dangerous of a weapon Griffin can be because you have to fear the run and the pass with him. The Cowboys need to do everything they can to make the Redskins more predictable and one-dimensional, and that means you need to them in bad down and distance situations, particularly on third down.

You do that by stopping rookie running back Alfred Morris, who has 1,413 yards. In the first matchup against the Cowboys, Morris had 113 yards and a touchdown on 24 carries. He?s had at least 20 carries in the Redskins? last seven games.

Limiting Morris is going to be a tough chore for the Cowboys because they?re so beat up. Nose tackle Jay Ratliff is out, and outside linebacker DeMarcus Ware (elbow/shoulder) will have limited reps. Ware will gut it through, but it might not be enough with down to backups Dan Connor, Ernie Sims and Alex Albright at inside linebacker. Sims is questionable after dealing with a concussion.

If Morris is able to run wild and set up Griffin, the rest might not matter.

Grind it out through the air: Because the Redskins are so dynamic offensively and the Cowboys are so beat up, the Cowboys would greatly benefit by winning the time of possession battle. You usually do that on the ground, but the Cowboys are so anemic running the ball ? DeMarco Murray has averaged 3.7 yards per carry since returning from a foot injury.

And he?ll be facing the fifth-ranked Redskins rush defense (95.5 yards per game), that it will be up to quarterback Tony Romo to control the game by throwing it. Romo has been hot in December ? 66.4 completion percentage, 1,328 yards with 10 touchdowns and one interception ? so they need to ride him again.

Keep throwing: The combination of Romo to receiver Dez Bryant has been on fire with 10 touchdowns in the past seven games, including last Sunday?s nine-catch, 224-yard and two-touchdown performance against the Saints. Bryant had eight catches for 145 yards and two touchdowns in the Thanksgiving game against the Redskins.

Washington doesn?t really have anybody to cover Bryant. DeAngelo Hall couldn?t contain him last year, so they tried Josh Wilson this year to no avail. The Redskins could also try rookie Richard Crawford, or the unheralded D.J. Johnson, who had a rough game against the Eagles last week. Even the safety play has been spotty.

In short, Romo and the Cowboys should be able to throw against the Redskins and make some plays, provided the improved offensive line gives him the opportunity.

REDSKINS
Make Romo eat elsewhere: The Cowboys will want to pass, and Romo will try to feed Bryant and tight end Jason Witten. Don?t let them. Double-team Bryant with a safety over the top, and pound/re-route Witten as soon as he breaks off the line.

Make Romo try to beat you throwing to unreliable Miles Austin, Kevin Ogletree and Dwayne Harris, and with checkdowns to backs DeMarco Murray and Felix Jones.

The odds are strong that Romo and the Cowboys won?t be able to outpoint the Redskins that way.

Block Anthony Spencer: Cowboys right outside linebacker DeMarcus Ware gets all the accolades, which he should as a perennial All-Pro with 11.5 sacks this season. But left outside linebacker Anthony Spencer has been very good of late as he finished his contract before becoming a free agent.

Ware will wear a brace on his injured right shoulder and have his reps limited, so it will be up to Spencer to pick up the pace. He?s a big key against the Redskins? read-option run game, and has done a great job in that area this season. Spencer is also an emerging pass rusher.

The Redskins are a bit weak at right tackle with starter Tyler Polumbus (concussion) cleared but questionable. Backup Maurice Hurt had some issues last week against the Eagles that he can?t afford against a talent like Spencer.

Don?t stop attacking: The Redskins led the Cowboys 28-3 on Thanksgiving and nearly blew the game. Dallas has made a living out of falling behind early and then rallying for either victory or a close defeat.

The Redskins must continue to put distance between themselves and the Cowboys, because once Romo gets in a groove, he?s hard to stop.

Your customers have something to take home

Indian rape victim dies in hospital

SINGAPORE (AP) ? A young Indian woman who was gang-raped and severely beaten on a bus in New Delhi died Saturday at a Singapore hospital, after her horrific ordeal galvanized Indians to demand greater protection from sexual violence that impacts thousands of women every day.

She "passed away peacefully" with her family and officials of the Indian embassy by her side," said Dr. Kevin Loh, the chief executive of Mount Elizabeth hospital where she had been treated since Thursday. "The Mount Elizabeth Hospital team of doctors, nurses and staff join her family in mourning her loss," he said in a statement.

He said the woman had remained in an extremely critical condition since Thursday when she was flown to Singapore from India. "Despite all efforts by a team of eight specialists in Mount Elizabeth Hospital to keep her stable, her condition continued to deteriorate over these two days. She had suffered from severe organ failure following serious injuries to her body and brain. She was courageous in fighting for her life for so long against the odds but the trauma to her body was too severe for her to overcome."

The woman and a male friend, who have not been identified, were traveling in a public bus after watching a film on the evening of Dec. 16 when they were attacked by six men who took turns to rape her. They also beat the couple and inserted an iron rod into her body resulting in severe organ damage. Both of them were then stripped and thrown off the bus, according to police.

Indian police have arrested six people in connection with the attack, which left the victim with severe internal injuries, a lung infection and brain damage. She also suffered from a heart attack while in hospital in India.

Indian High Commissioner, or ambassador, T.C.A. Raghanvan told reporters that the scale of the injuries she suffered was "very grave" and in the end it "proved too much.

He said arrangements are being made to take her body back to India

The frightening nature of the crime shocked Indians, who have come out in their thousands for almost daily demonstrations, demanding stronger protection for women and death penalty for rape, which is now punishable by a maximum life imprisonment. Women face daily harassment across India, ranging from catcalls on the streets, groping and touching in public transport to rape.

But the tragedy has forced India to confront the reality that sexually assaulted women are often blamed for the crime, which forces them to keep quiet and not report it to authorities for fear of exposing their families to ridicule. Also, police often refuse to accept complaints from those who are courageous enough to report the rapes and the rare prosecutions that reach courts drag on for years.

After 10 days at a New Delhi hospital, the victim was brought to the Mount Elizabeth hospital, which specializes in multi-organ transplant. But by late Friday, the young woman's condition had "taken a turn for the worse" and her vital signs had deteriorated. It was clear then that she would not survive long.

Indian attitudes toward rape are so entrenched that even politicians and opinion makers have often suggested that women should not go out at night or wear clothes that might be seen provocative.

Other politicians have come under fire for comments insulting the protesters and diminishing the crime.

On Friday, Abhijit Mukherjee, a national lawmaker and the son of India's president, apologized for calling the protesters "highly dented and painted" women, who go from discos to demonstrations.

"I tender my unconditional apology to all the people whose sentiments got hurt," he told NDTV news.

Separately, authorities in Punjab took action Thursday when an 18-year-old woman killed herself by drinking poison a month after she told police she was gang-raped.

State authorities suspended one police officer and fired two others on accusations they delayed investigating and taking action in the case. The three accused in the rape were only arrested Thursday night, a month after the crime was reported.

"This is a very sensitive crime, I have taken it very seriously," said Paramjit Singh Gill, a top police officer in the city of Patiala.

The Press Trust of India reported that the woman was raped Nov. 13 and reported the attack to police Nov. 27. But police harassed the girl, asked her embarrassing questions and took no action against the accused, PTI reported, citing police sources.

Authorities in the eastern state of Chhattisgarh also suspended a police officer on accusations he refused to register a rape complaint from a woman who said she had been attacked by a driver.

Proposals would shift shipping lanes to protect endangered whales

Shipping lanes along the California coast ? the oceanic superhighways for Asian goods coming to America ? are poised to be rerouted in order to protect endangered whales from collisions.

The International Maritime Organization, which governs global shipping, has approved three proposals that would shift one lane through the Santa Barbara Channel and the approaches to the Los Angeles-Long Beach port complex and ports located in San Francisco Bay.

The route adjustments were recommended by the U.S. Coast Guard and the National Oceanic and Atmospheric Administration after four blue whales were thought to have been killed by ship strikes in the Santa Barbara Channel in 2007 and an additional five whales were suspected ship-strike victims off the Central and Northern California coast in 2010.

The shipping industry has supported the modest lane changes, which shift the southbound lane 1.2 miles away from Santa Cruz and Santa Rosa islands. The current route traverses a steep underwater drop-off just north of these islands ? an area where blue whales congregate to feast on krill.

"We all agreed if we could move the lane a little bit away from the islands, it could reduce the risk to the blue whales," Chris Mobley, superintendent of the Channel Islands National Marine Sanctuary, said in announcing the changes Thursday.

The whales tend to follow the krill, which move with ocean currents. But on average, the whales spend more of their time near the north slope of the islands, he said. "It doesn't eliminate the risks, but hopefully mitigates it."

The changes in navigational charts are not expected to go into effect until late next year, when the U.S. Coast Guard publishes official notices, takes public comment and completes an environmental assessment.

"I cannot image any opposition that would halt this process," said T.L. Garrett, vice president of the Pacific Merchant Shipping Assn., a trade group representing ocean carriers.

Cargo vessels make about 6,000 transits through the Santa Barbara Channel a year, Garrett said, making it "the busiest shipping channel in the continental U.S."

The industry supports moving the Santa Barbara Channel shipping lane, as well as minor tweaks to navigational channels at the Cordell Bank, used en route to the port of Oakland, and to the approach to Los Angeles and Long Beach harbors. "It's a common-sense proposal based on good science," Garrett said.

Some groups have called for commercial ships to slow to 10 knots in areas with an abundance of whales, based on scientific evidence that slower-speed collisions are less likely to be fatal to the whales. One idea is to pay shipping companies to slow down, using credits or proceeds from California's new carbon-trading program.

The industry, Garrett said, is OK with any voluntary incentive program that would compensate shipping companies for slower transit times. "We would be very skeptical of any mandatory speed reductions, because the science doesn't support it yet."

Scientists know that ship strikes happen regularly but remain uncertain whether they are hampering the recovery of blue whales, which were hunted to near extinction.

Researchers see only some of the casualties, such as the 40-foot fin whale that washed up and decomposed on Malibu's Point Dume earlier this month. An unknown number float out to sea or sink to the ocean floor. A necropsy on the Malibu whale showed it had suffered crushed vertebrae and bleeding consistent with a ship strike.

After Jackson, EPA faces big decisions on U.S. fracking boom

NEW YORK (Reuters) - The past four years of U.S. environmental regulation was marked by a crackdown on emissions that angered coal miners and power companies. Over the next four, the new head of the Environmental Protection Agency will have to decide whether to take on an even larger industry: Big Oil.

Following Lisa Jackson's resignation on Wednesday, her successor will inherit the tricky task of regulating a drilling boom that has revolutionized the energy industry but raised fears over the possible contamination of water supplies.

The controversial technique at the center of the boom, hydraulic fracturing, involves injecting millions of gallons of water laced with chemicals deep into shale rocks to extract oil and gas. It has become a flashpoint issue, putting the EPA -- charged with safeguarding the nation's water -- in the middle of a fight between environmentalists and the energy industry.

Both sides now eagerly await a major EPA research project into fracking's effects on water supplies due in 2014, as well as final rules on issues including the disposal of wastewater and the use of 'diesel' chemicals in the process.

It is unclear who will take the role, but the incoming chief may have a "huge impact" on the oil and gas industry, says Robert McNally, a White House energy adviser during the George W. Bush administration who now heads the Rapidan Group, a consulting firm.

On the one hand, energy industry and big manufacturers are warning the EPA not to impede a drilling boom that offers the promise of decades' worth of cheap energy. Meanwhile, environmentalists are pressing President Barack Obama to ensure the drilling bonanza is not endangering water resources.

"This administration clearly needs contributors to economic growth for its economic legacy as much as it needs to add to its environmental legacy," said Bruce Bullock of the Maguire Energy Institute at Southern Methodist University in Dallas.

"This appointment could be key in seeing which of those two legacies is more important."

There are many contenders for the role, but no clear front-runner as yet. But Obama is unlikely to win Congressional approval for a heavy-handed regulator, and there is no suggestion of a stringent crackdown.

Even Jackson, who suffered withering criticism from big industry and Republicans for her efforts to curb pollution and limit greenhouse gas emissions, has cautiously condoned the practice as safe, while acknowledging the need for greater study and, in some cases, oversight.

"(Fracking technology) is perfectly capable of being clean," Jackson said in February. "It requires smart regulation, smart rules of the road."

Jackson's successor may now be charged with refining those rules, and both energy companies and fracking critics are anxious about the outcome.

Industry body Independent Petroleum Association of America said the EPA has "hindered development" of oil and gas for four years, and looks forward to a new chief who will promote energy drilling "hand in hand" with environmental regulation.

Executive director of the Sierra Club environmental group Michael Brune says the EPA has "unfinished business" in addressing things such as the release of methane emissions during fracking.

APPETITE TO REGULATE

Some analysts say Obama will not risk the economic stimulus of cheaper, domestic energy by pushing for tougher regulations. The oil sector is one of the few bright spots in the U.S. economy; natural gas prices are near their lowest in a decade, a boon for manufacturers, and U.S. oil output is the highest in 18 years.

"Even before (Jackson's resignation) there didn't seem to be much of an appetite in the White House to regulate shale drilling on a federal level in the next couple of years," says Nitzan Goldberger, U.S. energy policy analyst with Eurasia Group.

But big drillers such as ExxonMobil and Chesapeake who have plowed billions of dollars into shale fields are watching carefully for any sign of new rules or oversight that could drive up costs, or limit access.

While fracking technology has been around for decades, it has only gained widespread use across dozens of states in recent years. The EPA, like many groups, has struggled to keep up with the expansion, according to Government Accountability Office reports released earlier this year.

After years in which states were mostly responsible for regulating onshore drilling, the new EPA administrator will be pressed to take a more central role. A Gallup poll this year showed drinking water contamination is the leading environmental concern among Americans.

A year ago, in the first U.S. government report of its kind, the EPA drew a potential link between water contamination in rural Pavillion, Wyoming and fracking, based on samples of ground water from the area. That study has been contested, and subsequent research has been inconclusive.

A firmer word on the impact may not emerge until 2014, when the EPA is expected to release the first exhaustive in-depth government study on the long-term effects of fracking on drinking water, commissioned by Congress over two years.

DIESEL, WASTEWATER AND FLARING

The debate rages over a diverse range of issues.

While fracking was exempted from the Federal Clean Water Act in 2005, operations that used diesel fuel, which contains a number of toxic chemical compounds, were not exempted.

However, what exactly constitutes "diesel" has been a bone of contention among oil firms and environmental groups.

"The question is how to define "diesel" - broadly or narrowly," says consultant McNally.

"It's a big issue especially for Bakken producers," he said, referring to the region of North Dakota where crude oil output has more than tripled in two years.

The EPA published a draft definition in May, which met with criticism from the industry and some legislators, but it will fall to the new administrator to set a final definition.

Under Jackson, the EPA also said it would begin to regulate the millions of gallons a day of wastewater that is withdrawn from wells after the fracking process, probably in 2014. This is usually trucked offsite and sometimes re-injected elsewhere, although increasingly it is being reprocessed for further use.

And eventually, the EPA could face pressure to backtrack on previous initiatives. In April, the agency relented to pressure from the industry, giving drillers until January 2015 to end the practice of "flaring" excess natural gas from wells that were not connected to pipelines. It had initially proposed that firms cease almost immediately.

For Jackson's successor, a central question is whether the EPA takes a broader role in the industry, or, as Jackson hinted a year ago, allows state officials to call most the shots when it comes to drilling:

"It's not to say that there isn't a federal role, but you can't start to talk about a federal role without acknowledging the very strong state role."

Snow buries parts of Northeast, flights canceled

BUFFALO, New York (Reuters) - A powerful winter storm responsible for wind, snow, tornadoes and a flurry of traffic accidents battered the U.S. Northeast on Thursday, canceling hundreds of airline flights but also reviving what had been a snowless ski season.

The storm dumped a foot of snow on parts of the United States with the heaviest snow falling across northern New York and into New England, the National Weather Service reported.

"It feels lovely to have wonderful snow for the kids to play in, and I think it's the kind of snow that's good for making forts and snowmen," said Katryna Nields, a musician in Conway, Massachusetts, who was outside her home shoveling snow.

"It's just the kind of snow you want for between Christmas and New Year's," she added.

The National Weather Service issued winter storm warnings for parts of Pennsylvania, New Jersey, New York and New England and coastal flood advisories from New York's Long Island to southern Maine.

Airlines canceled nearly 700 flights on Thursday after 1,500 U.S. flights were canceled on Wednesday, according to FlightAware.com, a website that tracks flights.

Some flights into and out of the three major New York City area airports - Newark Liberty International, John F. Kennedy International and LaGuardia - were delayed due to the weather, the Federal Aviation Administration reported.

The weather service forecast 12 to 18 inches of snow for northern New England, accompanied by freezing rain and sleet, creating hazards on the highways and at airports.

The snow also brought renewed hope for winter recreation across upstate and western New York.

About 8 to 12 inches of snow fell on Buffalo overnight. Light snow and freezing drizzle persisted throughout the morning hours, with as much as another inch or two possible in some areas.

Before Wednesday evening's snow, Buffalo was 23 inches below average for this time of year, the weather service said.

"It's just a reminder, winter is here," said Tom Paone of the National Weather Service in Buffalo.

Daniel Ivancic, of the Buffalo suburb of Tonawanda, said he bought a snowmobile last winter that has sat largely idle with snow totals well below average.

"I waited and waited and, no snow. This winter it seemed like the same thing was going to happen until the storm hit," Ivancic said. "I'm just going to take advantage of every minute of it."

Retailers, still in the holiday shopping season, expected sales would continue with consumers looking for winter items.

"People are out spending anyway. Weather can trigger what you purchase - not if you purchase, but what you purchase," said Evan Gold, senior vice president of client services at Planalytics, which tracks weather for businesses including retailers.

Police patrolling the New York State Thruway from Buffalo to Albany reported as many as 50 accidents, mostly involving cars that slipped off snowy roads overnight.

The massive storm system dumped record snow in north Texas and Arkansas before it swept through the U.S. South on Christmas Day and then veered north.

The system triggered tornadoes and left almost 200,000 people in Arkansas and Alabama without power on Wednesday.

Authorities said an 81-year-old man died in Georgiana, Alabama after a tree fell on his home.

Alabama Governor Robert Bentley on Thursday toured hard-hit sections of Mobile, where a high school and dozens of homes were damaged and historic oak trees were uprooted.

Residents were carting wheelbarrows filled with debris and tree limbs and, in the city's business district, workers removed pieces of the smashed top floor of Cantrell's photography studio, where a young Jimmy Buffett recorded in the late 1960s.

Virginia authorities responded to nearly 700 car crashes on Wednesday, most of which were due to snow and ice around the Interstate 81 corridor.

A Southwest Airlines jet skidded off the runway on Thursday at Long Island MacArthur Airport, about 50 miles east of New York City, as it taxied for takeoff, Suffolk County police said.

None of the 134 people aboard Tampa-bound flight No. 4695 was injured, police said.

"It's been undetermined at this time if weather was a factor," a police spokeswoman said.

New insight into cell development and cancer

Dec. 27, 2012 ? Long-standing research efforts have been focused on understanding how stem cells, cells capable of transforming into any type of cell in the body, are capable of being programmed down a defined path to contribute to the development of a specific organ like a heart, lung, or kidney. Research from the University of North Carolina at Chapel Hill School of Medicine has shed new light on how epigenetic signals may function together to determine the ultimate fate of a stem cell.

The study, published December 27, 2012 by the journal Molecular Cell, implicates a unique class of proteins called polycomb-like proteins, or PCL's, as bridging molecules between the "on" and "off" state of a gene. While all of these specialized types of cells share the same genetic information encoded in our DNA, it is becoming increasingly clear that information outside the genome, referred to as epigenetics, plays a central role in orchestrating the reprogramming of a stem cell down a defined path.

Although it is understood that epigenetics is responsible for turning genes "on" and "off" at defined times during cellular development, the precise mechanisms controlling this delicate process are less well understood.

"This finding has important implications for both stem cell biology and cancer development, as the same regulatory circuits controlled by PCL's in stem cells are often misregulated in tumors," said Dr. Greg Wang, senior author of the study and Assistant Professor of Biochemistry and Biophysics in the UNC School of Medicine and a member of UNC Lineberger Comprehensive Cancer Center.

The study, led by postdoctoral research fellows Drs. Ling Cai and Rui Lu in the Wang lab, and Dr. Scott Rothbart, a Lineberger postdoctoral fellow in the lab of Dr. Brian Strahl, Associate Professor of Biochemistry and Biophysics in the UNC School of Medicine and a member of UNC Lineberger Comprehensive Cancer Center, identified that PCL's interact with an epigenetic signal associated with genes that are turned on to recruit a group of proteins called the PRC2 complex which then turn genes off.

"In stem cells, the PRC2 complex turns genes off that would otherwise promote reprogramming into specialized cells of organs like the heart or lungs," said Wang.

In addition to its fundamental role in cellular development, elevated levels of PRC2 have been found in cancers of the prostate, breast, lung, and blood, and pharmaceutical companies are already developing drugs to target PRC2. Wang and colleagues determined that the same mechanisms controlling PRC2 function in stem cells also applies in human cancers.

"The identification of a specific PCL in controlling PRC2 in cancer cells suggests we may be able to develop drugs targeting this PCL to regulate PRC2 function in a more controlled manner that may maintain PRC2 function in stem cells while inhibiting it in the tumor," said Wang.

This research was funded by the National Institutes of Health grants (GM085394 and GM068088), the Department of Defense, the V Foundation for Cancer Research, and the University Cancer Research Fund, and was performed in collaboration with scientists at the University of California at Riverside, Rockefeller University, Memorial Sloan-Kettering Cancer Center, and the Albert Einstein College of Medicine. Study co-authors from UNC also included Bowen Xu, a student in the Wang Lab, and Ashutosh Tripathy, a Research Professor in the Department of Biochemistry and Biophysics.

For first time, the AT&T Performing Arts Center is operating in the black

No wonder they're feeling a bit festive at the AT&T Performing Arts Center ...

Earlier this year the AT&T Performing Arts Center had little good news to stand in the spotlight: A study out of the University of Chicago chastised its founders for spending more than they had on hand, while Standard & Poor?s dropped the Dallas Center for the Performing Arts Foundation?s bond credit rating to BBB-minus. To which the AT&T PAC responded with that old familiar just-you-wait: ?Success does not happen overnight.?

No, perhaps it takes a little more than three years.

For the first time, says AT&T Performing Arts Center president and acting CEO Doug Curtis, the center wrapped up a fiscal year in the black ? up $280,000 in net operational revenues when FY2012 came to a close at July?s end. The center, which released the numbers today following its annual audit, posted an operational loss of $3.3 million for FY2011.

Much of the uptick, Curtis tells The News, is due to ?the commitment we have to look at how we spend every penny to make sure we?re getting the best value for every cent spent. And it has to do with fulfilling the mission our board has set forth, which is to create a gathering place for the community and continue to have an eye ? and this is hard to do when you?re watching every penny ? on the quality of what you do. That?s something we take very seriously.?

Which isn?t to say all the kinks have been worked out: According to the center, its bottom line is still sagging into the red, thanks to ?depreciation, debt service and the transfer of building assets to the city of Dallas,? according to this afternoon?s release. FY2012 still showed a loss of $1.45 million. But that too reveals a possible end to the bleeding: In FY2011, the center posted an overall loss of $7.3 million.

Curtis, the interim CEO who more and more looks like the permanent CEO following the brief tenure of Mark Weinstein, attributes the turnaround to myriad things: a board with little turnover; new staffers charged with amping up the programming and turning up the fund-raising; and more donors willing to kick in more dollars. Which is decidedly good news for an organization still in the midst of raising dough in order to bridge a $40-million gap in its $354-million capital campaign.

?We?ve finally hit a bit of a stride and now have the beginnings of a sustainable business plan, and that?s turned our fundraising around,? he says. ?Donors want to be able to give to an organization doing well financially, and this news will add even more to it. I can?t give you specifics, but in our first several months, both capital and annual fundraising are going very well. And in terms of our reaching into the community we?ve hit our stride there. We?ve got such a diverse array of things we offer to the public. It sounds cliched, but we have something for everybody. To look at what we offer now in terms of programming and not find something you like is getting harder and harder.?

In its release today the AT&T PAC said individual giving more than doubled to $554,000, while corporate donations more than tripled to $130,000. It also didn?t hurt, says Curtis, that Les Mis?rables set a revenue record during its two-week stay at the Winspear Opera House.

?We grossed far more than we ever thought we would, and I think we?ll strive to have one of those kinds of shows every season,? he says, because, sure, who wouldn?t want a record-setter every year? ?People don?t realize what a risk it is when you do a show like this. You never know how well a show will do. But you?ve got to have at least one every year. And, we are only three years old, and being so young we are still learning a lot about the best way to operate this center. We?ve learned enough to know what works in these venues and what doesn?t. We?re getting smarter.?

Given the fact the AT&T PAC?s already halfway into its current fiscal year, it seems fair to ask how the next round of results will look, especially since the city of Dallas will fully fund its $2.5-million obligation to the center. So ??

?The budget we got approved by the board was break-even, and we?re doing everything we can to stay on that course,? Curtis says. ?It?s a constant work-in-progress. It?s something you have to work at every single day, every single week. It?s not easy to do, but our staff is committed to making it happen and achieving it.?

The Benefits Of Pay Per Click In Online Business | Lakeshore ...

PPC or pay per click is basically one SEO solution in which the advertiser uses this system to advertise the products and services they offer by placing ads on various blogs or websites that have high traffic. If you are a businessman and want to increase your sales traffic, you can use a pay per click system where you just need to pay the webmaster or the managers of websites and blogs on every click made by visitors. So in other words, it would not hurt for you to pay the webmaster for every one buyer, considering that the cost per click type of marketing system is very cheap and affordable, even companies as big as Google offer a service of this type with a very affordable cost range of about one hundred thousand dollars not limited to monthly, depending on how many request.

Some of the popular ppc marketing companies in the online business world today include Google Adsense, Bidvertiser, LinkShare, Chitika, Media.net, AdBrite, Clickbank, Kontera, eBay, Amazon, Infolinks. The listed companies above can become an alternative to generate income for your business. The registration process is easy, just enter your email, verify, register web/blog and select the type of ad you want to show, whether it?s ad text or mini banner ads. You can go to the company website and just register. As for the advertiser, the company will present the media to promote your business and products in such a way that they are very effective and profitable. In this type of SEO, advertisers will then pay for each one unique IP address that clicks on the creative/promotional/publishing/advertising spread on blogs in the network ppc marketing company, this is to avoid the click- fraud/click-abuse.

From the explanation above, we can see that this system has the potential to become an effective marketing campaign for increasing sales traffic of a company and, at the same time, it?s also quite cheap and affordable enough for business owners to optimize their profits by simply removing the capital for the promotion and advertising costs. Pay per click system not only offers a solution to the businessman but also allows websites to make money through advertising. However, if you work individually you?ll need a lot of clicks to make a lot of money because the price for every single click is about $ 0.01 to $ 0.03. So you need thousands or millions of clicks if you want to become rich through pay per click. But you do not need to fear because companies using pay per click systems usually have other affiliates. By referring others as marketing affiliates, you will get a percentage of the profits your affiliates make, so the more affiliates you have the more money you can make.

Scientists sequence genome of pathogen responsible for pneumocystis pneumonia

Dec. 26, 2012 ? Scientists have sequenced the genome of the fungus Pneumocystis jirovecii, an advancement that could help identify new targets for drugs to treat and prevent Pneumocystis pneumonia, a common and often deadly infection in immunocompromised patients. The study will be published on December 26, 2012 in mBio?, the online open-access journal of the American Society for Microbiology. The organism cannot yet be isolated and grown for study in the laboratory, so details about Pneumocystis pneumonia, the biology of P. jirovecii, and its pathogenicity are hard to come by. The genome sequence represents a wealth of new information for doctors and researchers tackling this disease.

Pneumocystis pneumonia is an opportunistic infection that strikes most often in individuals with diminished immune systems. The corresponding author of the study in mBio?, Philippe Hauser of the Centre Hospitalier Universitaire Vaudois and University of Lausanne, in Switzerland, says the disease gained importance in the 1980s.

"Recognized first among malnourished infants, P. jirovecii pneumonia became a public issue with the advent of the HIV epidemic," says Hauser. Today, the disease most commonly affects HIV-infected persons who are unaware of their status as well as solid organ transplant recipients and patients with hemato-oncologic or autoimmune diseases. Since the organism cannot be grown in the lab for study, researchers have long made do with studying P. jirovecii's lab-friendly relatives, species that infect animals and plants, in order to explore the secrets of the human disease.

"It is obviously better to study [P. jirovecii's] genes rather that those of Pneumocystis species from animal models. The genome has both medical and evolutionary interests for the scientific community," says Hauser.

Under normal circumstances, scientists sequencing the genome of a microorganism simply extract DNA from thick cultures of cells they grow in the lab. Since they were unable to grow P. jirovecii cells for their genomic DNA, Hauser and his colleagues took a different approach. They took a sample of bronchoalveolar lavage fluid from an individual infected with Pneumocystis pneumonia, then concentrated the P. jirovecii cells using immuno-precipitation and created copies of the DNA in the sample using a technique called random DNA amplification. This mixture of DNA strands, from P. jirovecii, human, and other microbes from the lungs of the infected patient, was then sequenced using high throughput technologies.

According to Hauser and his colleagues, the fact that the sequence data represented DNA from many different species created the biggest challenge they faced. "The major challenge of the study was the in silico sorting of the reads out of a mixture representing the human host and different organisms present in the lung microbiome," he says. This challenge was met through a collaboration with Marco Pagni of the Vital-IT group of the SIB Swiss Institute of Bioinformatics, who provided indispensable expertise and infrastructure.

Once the sorting task was accomplished, the researchers assembled the sequences into a genome and attempted to identify the functions of P. jirovecii's genes. This is the first time scientists have assembled the genome of a fungus from a mixed pool of DNA from a single source, often called a metagenome. Their analyses reveal a surprising fact: P. jirovecii is a parasite that must live within the human body to survive.

P. jirovecii lacks the genes necessary for creating some of the essential ingredients of life, a hallmark of obligate parasites, organisms that must rely on another creature for sustenance. "It implies that they need their host to provide these molecules. Thus, this has been quite an important finding which implied that human beings represent the reservoir of this pathogen," says Hauser. This is useful information, since it means that people are the only significant source of the organism and that both infected people and healthy carriers represent the only control points for limiting the spread of the disease.

The genome also shows that P. jirovecii apparently lacks the ability to make toxins and virulence factors, molecules that enable a microbe to invade and take advantage of its host. This makes sense, since P. jirovecii does not cause disease in healthy people, but only runs out of control when it is not confronted with an immune response.

In the study of infectious disease, access to the genome of a pathogen provides new information that can be pivotal in combating the diseases is causes. The hope is that the genome of P. jirovecii will lead to new advances in therapies for those suffering from Pneumocystis pneumonia. The current drugs of choice for treating Pneumocystis pneumonia are antifolates, but certain isolates of P. jirovecii have already developed resistance to antifolates, an ability that is very likely to spread. Now that the genome of P. jirovecii is assembled and available to researchers all over the world, scientists can tease out clues about the organism that will help identify targets for some badly needed new drugs.
