Vatican monsignor arrested in 20M euro plot

VATICAN CITY (AP) -- A Vatican cleric and two other people were arrested Friday by Italian police for allegedly trying to smuggle 20 million euros ($26 million) in cash into the country from Switzerland by private jet. It's the latest scandal to hit the Holy See and broadens an Italian probe into its secretive bank.

Monsignor Nunzio Scarano, already under investigation in a purported money-laundering plot involving the Vatican bank, is accused of corruption and slander and was being held at a Rome prison, prosecutor Nello Rossi told reporters.

Scarano's arrest came just two days after Pope Francis created a commission of inquiry into the Vatican bank to get to the bottom of the problems that have plagued it for decades and contributed to the impression that it's an unregulated, offshore tax haven.

Francis has made clear he has no tolerance for corruption or for Vatican officials who use their jobs for personal ambition or gain. He has said he wants a "poor" church that is concerned for the world's needy, and he has also noted, perhaps tongue in cheek, that "St. Peter didn't have a bank account."

Prosecutor Rossi said the Swiss operation involved three people, all of whom were arrested Friday: Scarano, a recently suspended accountant in the Vatican's main finance office, Italian financier Giovanni Carenzio, and Giovanni Zito, who at the time of the plot was a member of the military police's agency for security and information.

Rossi detailed a remarkable plot ? uncovered by telephone wiretaps ? in which the three allegedly planned to bring into Italy some 20 million euros in cash that financier Carenzio held in his name in a Swiss bank account without paying customs at the airport, as would be required.

Scarano's attorney, Silverio Sica, said his client was something of a middleman: The 20 million euros belonged to friends who had given the money to Carenzio to invest but wanted it back. The plot would presumably enable them to avoid paying customs fees or having any paper trail of such a large amount of money entering Italy.

Rossi identified the friends as members of the Italian shipping family d'Amico and said that the money was "presumably" being held in Switzerland to avoid paying Italian taxes. An email seeking comment from the family's Rome-based company, the d'Amico Societa di Navigazione SpA, wasn't immediately returned.

According to prosecutors, Zito, the agent, called in sick to his job one day in July 2012, rented a private plane and flew with Carenzio to Locarno, Switzerland. There, Carenzio was supposed to withdraw the cash from his bank account and hand it over to Zito to bring back to Italy. The plan was so detailed there was even to be an armed police escort waiting at the airport to bring the money to Scarano's apartment in Rome, Rossi said.

"This operation was meticulously planned in all its details," Rossi said, noting that Zito was chosen to be the mule specifically because his high-ranking position in the Carabinieri would have enabled him to pass through the airport customs area without being stopped.

The money could have been transported relatively easily because euros are issued in high denominations. If the cash had been withdrawn in the largest denomination ? 500 euro notes ? it would have weighed 44 kilograms (97 pounds) and fit in a suitcase.

But at a certain point in Locarno, the deal fell through and Carenzio made excuses that the bank couldn't come up with the money, Rossi said. He declined to identify the bank.

Zito returned to Rome empty-handed but still demanded from Scarano his fee of 600,000 euros for the operation. Scarano cut him one check for 400,000 euros which he deposited. He gave him a second check for 200,000 euros, but in a bid to prevent the check from being deposited, reported it as missing, the prosecutor said.

That put a block on the check and resulted in Scarano being accused of slander for filing a false report knowing that the check was in Zito's hands, Rossi said.

Scarano, as well as the other two, are also accused of corruption. If they are indicted and convicted, they could face up to five or six years in prison, prosecutors said.

Sica, the lawyer, said Scarano said his client would respond to prosecutors' questions.

The Vatican bank, known as the Institute for Religious Works, or IOR, is cooperating with Italian authorities and its lay board has launched an internal investigation, spokesman Max Hohenberg said.

Rossi, the Italian prosecutor, described the operation as one branch in a "mosaic" of investigations targeting the IOR, which has long been a source of scandal for the Holy See. That said, the Swiss investigation didn't immediately appear to directly involve the IOR.

The checks Scarano wrote to Zito, for example, came from an Italian bank account, prosecutors said. They declined to say if Scarano received any payment for his role in the plot, or if his IOR account was used at all.

Rossi's team of prosecutors in 2010 placed the top two Vatican bank officials under investigation for allegedly violating anti-money laundering norms during a routine transaction involving an IOR account at an Italian bank. They ordered the 23 million euros in the transaction seized. The money was eventually unfrozen but the two men remain under investigation.

Rossi's team is also working with prosecutors in Salerno on a separate money-laundering investigation involving Scarano and his IOR account.

According to Sica, the lawyer, Scarano took 560,000 euros ($729,000) in cash out of his IOR bank account in 2009 and carried it out of the Vatican and into Italy to help pay off a mortgage on his Salerno home.

The money had come into Scarano's IOR account from donors who gave it to the prelate thinking they were funding a home for the terminally ill in Salerno, Sica said.

To deposit the money into an Italian bank account ? and to prevent family members from finding out he had such a large chunk of cash ? he asked 56 close friends to accept 10,000 euros apiece in cash in exchange for a check or money transfer in the same amount. Scarano was then able to deposit the amounts in his Italian account.

The lawyer said Scarano had given the names of the donors to prosecutors and insisted the origin of the money was clean, that the transactions didn't constitute money-laundering, and that he only took the money "temporarily" for his personal use.

The home for terminally ill was never built, though the property has been identified, Sica said.

The Vatican spokesman, the Rev. Federico Lombardi, said Scarano was suspended more than a month ago and that the Vatican was taking the appropriate measures to deal with his case. He said the Vatican had confirmed it was prepared to offer its "full cooperation" to Italian investigators.

On Wednesday, Francis named five people to head a commission of inquiry into the Vatican bank's activities and legal status "to allow for a better harmonization with the universal mission of the Apostolic See."

Kenya raises 2013 tea output forecast on good weather

NAIROBI (Reuters) - Kenya has raised its tea production and export earnings projections for this year thanks to good weather, while prices were expected to rise in the second half of the year, the regulator Tea Board of Kenya said on Friday.

The east African producer, which is the world's biggest exporter of black tea, expects to produce 410-415 million kg of tea, up from 369 million kg last year, the board said.

It expects earnings to rise to 120 billion shillings up from 112 billion shillings last year and higher than the board's estimate in January for earnings of 116 billion shillings. Tea is one of Kenya's main sources of hard currency.

"The weather has been good. We have had good rains throughout the year and we don't have frost or any other adverse weather conditions," Peter Kibiku, the board's research and information manager, told Reuters.

Speaking on the sidelines of a conference, he said the average price per kg was expected to rebound in the second half of this year after slipping to $2.87 per kg in the first half from $3.02 per kg in the same period last year.

"Going forward we are going to see an upward trend particularly during the third quarter of the year," he said.

He said the cold season had already set in, which normally leads to a drop in production and a spike in prices.

Prices of tea have risen over the last five years on the back of the commodities boom driven by higher demand in emerging markets like China and India.

Samuel Ogola, the technical services manager at the board, said higher prices had boosted farmer income, which was being re-invested and helping lift production.

"There is a lot of rehabilitation of farms that were not well taken care of," he said. "There is a bit of expansion. Quite a number of middle and large estates are replacing old tea bushes with new high yielding clones and those are driving production."

The main risk facing the Kenyan tea industry was an over-reliance on black tea, he said, adding farmers should consider diversifying into other products, such as purple and green teas.

The east African nation was also cultivating new markets in Africa. Its main buying nations are Egypt, Pakistan and Britain.

"We are looking at the west of Africa like Nigeria, Niger, Ghana and Mali. They are mainly not very good tea drinkers but the demand is substantial based on our initial research," he said.

T-Mobile to acquire 10MHz of LTE spectrum from US Cellular in $308 million deal

LTE spectrum is a hot commodity, and if you're hurting for cash, it might not be a bad time to let some go. US Cellular just inked a deal to unload 10MHz of Advanced Wireless Services (AWS) spectrum, padding its pocketbook with a whopping $308 million in cash. Pending FCC approval, that wireless load will be making its way over to T-Mobile, which would then own the vast majority of AWS. It's good news for T-Mobile customers, no doubt, especially those in the Southeast -- according to a press release, the spectrum T-Mob just snatched up covers 32 million people in cities like St. Louis, Memphis, Little Rock and New Orleans.

It's completely ordinary to see today's athletes throw a javelin hundreds of feet in the air or fire baseballs accurately and in excess of 90 mph dozens of times during a game. However, not every close human relative has that ability to throw, despite the great strength that many possess. Researchers say they traced that ability back to three changes to the waist, shoulder and upper arm that happened about 2 million years ago in the early human?Homo erectus.

Making a strong, accurate throw requires the different parts of the body to work together in what biomechanics researchers call a kinetic chain -- the rapid and sequential activation of different muscles. The motion that launches a throw begins with the legs, moves through the hips, torso, shoulder, and through the arm to the hand. Throwing projectiles fast and with high accuracy requires coordination, and also the anatomical features that first appeared together in?Homo erectus.

A team of researchers, reporting in?Nature, found that the three key traits can be found in humans, but not our closest relatives, chimpanzees. Each feature allows the body to store more energy before a quick rotation that releases it: tall and mobile waists that permit torso rotation; the way the elbow and the bone in the upper arm, the humerus, join together and rotate; and the placement of the shoulders. Each trait has "a major role in storing and releasing elastic energy during throwing," the researchers wrote.

The change to the shoulder is crucial, explained Neil Roach, a biological anthropologist at George Washington University in Washington, D.C. While chimpanzee shoulders sit very high and close to the neck, almost as if the animal is permanently shrugging its shoulders, human shoulders are much more relaxed.

"That change in the shoulder really brings all of those things together and that didn't happen until 2 million years ago," said Roach. "That allows us to essentially use the arm like a catapult, to store energy as we cock our arm or rotate our arm away from the target before we rapidly rotate it toward the target."

The rotation of the humerus is the fastest motion the human body produces, said Roach, at over 9,000 degrees per second.

Sending Modern Baseball Players Back in Time

The researchers studied both the fossil record and Harvard University baseball players in order to develop their insights. They used motion capture technology to track the way experienced throwers launch the ball.

The researchers also studied restricted motion using braces, Roach said. They prevented subjects from relaxing their shoulders and restricted the motion of the arm.

"What that did was give us the ability to at least mimic what the ancestral anatomy would have been like," said Roach.

The resulting observations allowed the researchers to zero in on the most important features for throwing: the elbow, shoulder and waist. The fossil record showed that when?Homo erectus?developed these features together, it made them the first of our relatives that could throw like modern humans.

Tar Sands No Worse than Other Oils for Pipeline Spills

The oil derived from Canada?s tar sands is more acidic than other forms of petroleum. So does this mean that diluted bitumen (or ?dilbit?) is more corrosive when flowing through a pipeline? The answer is no, according to the U.S. National Academy of Sciences? National Research Council.

A review of U.S. pipeline ruptures over the last 30 years, along with chemical analyses of the dilbit itself and other factors, show that the tarry stuff is no worse for pipelines than other forms of oil. Or, as chemical engineer Mark Barteau of the University of Michigan put it in the press release announcing the finding: ?There?s nothing extraordinary about pipeline shipments of diluted bitumen to make them more likely than other crude oils to cause releases.?

The key appears to be the fact that the higher total acids in dilbit are not any more corrosive at pipeline operating temperatures of around 65 degrees Celsius, which was also the conclusion of studies by the Albertan government. Dilbit is more corrosive, however, at temperatures above 100 degrees C, the kinds of temperatures found in the refinery where the dilbit presumably ends up.

The finding also only applies to long-distance transportation pipelines, not the kinds of pipelines that carry tar sands oil around the mine or underground melting facilities in Alberta itself. Those pipelines are more susceptible to corrosion and other causes of ruptures thanks, in large part, to the sharp grit still in the tar sands oil at that point. The sand in tar sands wears away wears away the interior walls of these pipelines on a regular basis, so much so that oil sands producers turn the pipelines in place on a regular basis like rotating the tires on a car.

And the finding does not address the question of whether dilbit spills might be worse for the environment than leaks of more conventional crudes. Dilbit has some unique properties that make it more likely to sink in water, among other potential challenges. The residents of Mayflower, Ark. and Kalamazoo, Mich., the locations of major dilbit spills from pipelines, found this out the hard way.

Regardless, the largest environmental problem with tar sands oil isn?t ruptures or spills, it?s the invisibly accumulating greenhouse gases released during production and when the resulting fuels are burned to move our cars, trucks and airplanes around the world. You can learn more about the problem of this ?greenhouse goo? in the July issue of Scientific American. So we can safely move dilbit through pipelines most likely, but to what end?

The force was undoubtedly with "Star Wars" creator George Lucas as he wed longtime girlfriend Mellody Hobson Saturday afternoon, as a director's spokesperson confirmed to The Hollywood Reporter.

The pair tied the knot at Lucas' Skywalker Ranch in Marin County, Calif. surrounded by and attended to by a bevy of stars: Former Senator Bill Bradley gave away the bride, PBS' Bill Moyers officiated, Van Morrison and Janelle Monae performed at the reception, Steven Spielberg offered a toast and Francis Ford Coppola read a poem by Maya Angelou.

But there was room for Lucas' family as well: His son Jett was best man and his daughter Amanda and Katie were bridesmaids.

Samuel L. Jackson (who played Jedi Mace Windu in the "Star Wars" prequels" tweeted good wishes to the couple:

Lucas is 69.

(AP) ? Afghan officials say a brazen Taliban assault on the presidential palace in Kabul has left three guards dead.

The militant group had earlier said that all eight attackers died in the early Tuesday attack on one of the most secure parts of the Afghan capital.

Militants with false papers and military-style uniforms bluffed their way through two checkpoints on their way to the palace before jumping out of their explosives-packed vehicle and opening fire on security personnel. Another carload of Taliban fighters got stuck between two checkpoints and detonated their own car bomb.

The Interior Ministry said a fourth guard was wounded.

Astronomers find three planets in Gliese 667C's habitable zone

Astronomers have a good day when they detect one planet inside a star system's habitable zone. A mostly European team of researchers must be giddy, then, as it just found three of those ideally located planets around Gliese 667C. The group has combined existing observations from the ESO's Very Large Telescope with new HARPS telescope data to spot the trio of super-Earths, all of which could theoretically support liquid water. As long as the discovery holds up, it may have a big impact on exoplanetary research: it shows both that three super-Earths can exist in one system and that more than one survivable planet can orbit a low-mass star. We can only do so much with the findings when Gliese 667C is 22 light-years away, but it's good to learn that space could be more human-friendly than we once thought.

Game 6 scenarios familiar to both Boston, Chicago

The Chicago Blackhawks headed for the East Coast, one win between them and the Stanley Cup title. The Boston Bruins, meanwhile, went home knowing they had to win the next game to avoid elimination, not to mention the bitter experience of watching someone else celebrate winning the Stanley Cup on their ice.

Sound familiar? It should.

Not only were those the scenarios for the Blackhawks and Bruins as they made their way to Boston for Game 6 on Monday night, they were the exact situations each team faced the last time they were in the Stanley Cup finals.

Chicago won Game 6 in Philadelphia in 2010 to give the Blackhawks their first Stanley Cup title since 1961. The Bruins won Game 6 at home in 2011, then beat the Canucks in Vancouver for their first Stanley Cup championship in 39 years.

"We could all take some experience from that and realize that, to win this game, we've got to make sure we leave everything on the ice," Boston forward Brad Marchand said, referring to the Bruins though his words could have applied to the Blackhawks, as well.

"We want to win the cup, and to do that, you've got to push to the last second of the last game," Marchand added. "We've learned that the hard way."

In 2011, the Bruins lost the first two games of their finals series with Vancouver. They evened it up with wins on their own ice, only to put themselves on the brink of elimination with a loss in Game 5.

The Bruins came out roaring in Game 6, scoring four goals in the first period on their way to a 5-2 win that forced a winner-take-all finale. Two days later, it was more of the same as Boston routed the Canucks 4-0 for the Stanley Cup title.

"You always have life until it's over," said Boston goalkeeper Tuukka Rask, who was Tim Thomas' backup in 2011. "This is a new season. Obviously, we know what we did in the past, but it's not going to help us (Monday) on the ice. We still have to go out there and make it happen."

But this current group has shown some resilience, too.

In the first round of the playoffs, the Bruins were down 4-1 to Toronto with 11 minutes left in Game 7. Nathan Horton, Milan Lucic and Patrice Bergeron scored to give Boston new life, then Bergeron scored in overtime to send the Bruins into the next round.

Not that Boston coach Claude Julien planned to remind his players of any of this.

"I don't need to go in there and give this big speech and get these guys riled up because they know what's at stake," Julien said. "We've proven it in the past, and now we have an opportunity to prove it again. That's up to us to show it on the ice versus talking a great game in the dressing room and not showing up on the ice."

The Blackhawks didn't see much point in reminiscing, either.

In 2010, they took a 3-2 lead to Philadelphia after beating up on the Flyers 7-4 in Game 5. They were four minutes from winning the cup in regulation when Philadelphia tied the game, but Patrick Kane won it in overtime. After the puck crossed the goal line, it got stuck beneath the padding in the net and no one could see it. It took a video review to uphold the goal ? though Kane and Patrick Sharp didn't wait to start celebrating in front of the Philadelphia fans.

"It's a similar feeling, especially having the series tied 2-2, taking Game 5 at home and coming on the road for Game 6," Sharp said. "You've got to be careful. You've seen a couple years ago Boston was down 3-2, they won at home and then won Game 7 in Vancouver. We know this team is capable of coming back.

"For us, I know it's a big game," he added. "But you want to play it like it's any other game, play the way we have all season and try to pull one out here on the road."

While both the Bruins and Blackhawks acknowledge the rarity of facing identical Game 6 scenarios as they did just a few years ago, not everything is exactly the same.

The goalie for each team is different, with Rask and Corey Crawford both newcomers to playing in the finals. (Thomas may or may not be retired while Chicago's goalie in 2010, Antti Niemi, was a Vezina Trophy finalist this season with San Jose.) Salary cap concerns forced the Blackhawks to overhaul their roster after they won the Stanley Cup ? though Kane, Jonathan Toews, Patrick Sharp and Marian Hossa still make up Chicago's core ? and Mark Recchi, one of Boston's biggest stars in 2011, is enjoying retirement.

And if this series has taught anyone anything, it's that nothing works out quite like it's expected.

"You don't want to get ahead of yourself in the process," Chicago coach Joel Quenneville said. "We've got some guys that have been there, they know the experience. ... There's some guys that they're so excited, you dream about this moment. We've got to keep everything in perspective. We want to make sure that we're confident playing the game and putting yourself in the now position as opposed to ahead of yourself."

    WikiLeaks: Snowden going to Ecuador to seek asylum

    MOSCOW (AP) ? Edward Snowden, the former National Security Agency contractor wanted by the United States for revealing highly classified surveillance programs, flew to Russia on Sunday and planned to head to Ecuador to seek asylum, the South American country's foreign minister and the anti-secrecy group WikiLeaks said.

    Foreign Minister Ricardo Patino said his government has received a request for asylum from Snowden. WikiLeaks, which is giving Snowden legal assistance, said his asylum request would be formally processed once he arrived in Ecuador, the same country that has already been sheltering the anti-secrecy group's founder Julian Assange in its London embassy.

    Snowden arrived in Moscow on an Aeroflot flight shortly after 5 p.m. (1300gmt) Sunday after being allowed to leave Hong Kong, where he had been in hiding for several weeks after he revealed information on the highly classified spy programs.

    Snowden was spending the night in Moscow's Sheremetyevo Airport and was booked on an Aeroflot flight to Cuba on Monday, the Russian news agencies ITAR-Tass and Interfax reported, citing unnamed airline officials. Aeroflot has no direct flights from Moscow to Quito, Ecuador; travelers would have to make connections in Paris, Rome or Washington, which could be problematic for Snowden.

    Kristinn Hrafnsson, the WikiLeaks spokesman, told Britain's Sky News that Snowden would be meeting with diplomats from Ecuador in Moscow. WikiLeaks said he was being escorted by diplomats and legal advisers from the group.

    The car of Ecuador's ambassador to Russia was parked outside the airport in the evening.

    Assange, who has spent a year inside the Ecuadorean Embassy in London to avoid extradition to Sweden to face questioning about sex crime allegations, told the Sydney Morning Herald that WikiLeaks is in a position to help because it has expertise in international asylum and extradition law.

    A U.S. official in Washington said Snowden's passport was annulled before he left Hong Kong, which could complicate but not thwart his travel plans. The U.S. official, who spoke on condition of anonymity for lack of authorization to discuss the matter, said that if a senior official in a country or airline ordered it, a country could overlook the withdrawn passport.

    While Patino did not say if the asylum request would be accepted, Ecuador's President Rafael Correa has shown repeated willingness to irk the U.S. government and he has emerged as one of the leaders of Latin America's leftist bloc, along with Fidel and Raul Castro of Cuba and Venezuela's late President Hugo Chavez.

    Both the United States and Britain protested his decision to grant asylum to Assange.

    Critics have suggested that asylum for Assange might be aimed partly at blunting international criticism of Correa's own tough stance on critics and new restrictions imposed on the news media.

    The White House said President Barack Obama has been briefed on Sunday's developments by his national security advisers.

    Snowden's departure came a day after the United States made a formal request for his extradition and gave a pointed warning to Hong Kong against delaying the process of returning him to face trial in America.

    The Department of Justice said only that it would "continue to discuss this matter with Hong Kong and pursue relevant law enforcement cooperation with other countries where Mr. Snowden may be attempting to travel."

    The Hong Kong government said in a statement that Snowden left "on his own accord for a third country through a lawful and normal channel."

    It acknowledged the U.S. extradition request, but said U.S. documentation did not "fully comply with the legal requirements under Hong Kong law." It said additional information was requested from Washington, but since the Hong Kong government "has yet to have sufficient information to process the request for provisional warrant of arrest, there is no legal basis to restrict Mr. Snowden from leaving Hong Kong."

    The statement said Hong Kong had informed the U.S. of Snowden's departure. It added that it wanted more information about alleged hacking of computer systems in Hong Kong by U.S. government agencies which Snowden had revealed.

    Hong Kong's decision to let Snowden go on a technicality appears to be a pragmatic move aimed at avoiding a drawn out extradition battle. The action swiftly eliminates a geopolitical headache that could have left Hong Kong facing pressure from both Washington and Beijing.

    Hong Kong, a former British colony, has a high degree of autonomy and is granted rights and freedoms not seen on mainland China, but under the city's mini constitution Beijing is allowed to intervene in matters involving defense and diplomatic affairs. Hong Kong has an extradition treaty with the U.S., but the document has some exceptions, including for crimes deemed political.

    Russian officials have given no indication that they have any interest in detaining Snowden or any grounds to do so. Foreign Minister Sergey Lavrov has said that Russia would be willing to consider granting asylum if Snowden were to make such a request. Russia and the United States have no extradition treaty that would oblige Russia to hand over a U.S. citizen at Washington's request.

    The Cuban government had no comment on Snowden's movements or reports he might use Havana as a transit point.

    Snowden's latest travels came as the South China Morning Post released new allegations from the former NSA contractor that U.S. hacking targets in China included the nation's cellphone companies and two universities hosting extensive Internet traffic hubs.

    He told the newspaper that "the NSA does all kinds of things like hack Chinese cellphone companies to steal all of your SMS data." It added that Snowden said he had documents to support the hacking allegations, but the report did not identify the documents. It said he spoke to the newspaper in a June 12 interview.

    With a population of more than 1.3 billion, China has massive cellphone companies. China Mobile is the world's largest mobile network carrier with 735 million subscribers, followed by China Unicom with 258 million users and China Telecom with 172 million users.

    Snowden said Tsinghua University in Beijing and Chinese University in Hong Kong, home of some of the country's major Internet traffic hubs, were targets of extensive hacking by U.S. spies this year. He said the NSA was focusing on so-called "network backbones" in China, through which enormous amounts of Internet data passes.

    The Chinese Foreign Ministry said it was aware of the reports of Snowden's departure from Hong Kong to Moscow but did not know the specifics. It said the Chinese central government "always respects" Hong Kong's "handling of affairs in accordance with law." The Foreign Ministry also noted that it is "gravely concerned about the recently disclosed cyberattacks by relevant U.S. government agencies against China."

    China's state-run media have used Snowden's allegations to poke back at Washington after the U.S. had spent the past several months pressuring China on its international spying operations.

    A commentary published Sunday by the official Xinhua News Agency said Snowden's disclosures of U.S. spying activities in China have "put Washington in a really awkward situation."

    "Washington should come clean about its record first. It owes ... an explanation to China and other countries it has allegedly spied on," it said. "It has to share with the world the range, extent and intent of its clandestine hacking programs."
